An individual with an inner instrument, imbued with dharmic virtues like benevolence, devotion, steadfastness, equilibrium is attuned to īśvara. And the dharma of īśvara is the right inner atmosphere for īśvara knowledge to work on the mind (removal of ignorance, rise of direct self-knowledge, freedom).
Bhagavad Gītā Chapter 16 contrasts the daivi sampat with the asura sampat, demonic values like anger.
Here it is said that the one who lives the dharma is a divine being, ripe for the self-knowledge that leads to freedom.
